The Solar PPM team has summarized the legal procedures and permit application steps required for a compliant solar installation, ensuring peace of mind throughout the transition to renewable energy.
The Permit Application Process:
- Building Modification Permit: Installing solar panels on a rooftop is categorized as a building modification. Therefore, an A.1 Permit must be obtained from the local Sub-district Administrative Organization (SAO) or the relevant District Office. An on-site inspection by officials will be scheduled as part of this process.
- Controlled Energy Production License (Ph.K. 2): For Solar PV Rooftop systems with an installed capacity between 200 kW and 1,000 kW, a production license is mandatory. This process also involves a scheduled on-site inspection.
- Notification of Exempted Energy Business Operation: Owners must register their energy operation as “exempted from licensing” with the Office of the Energy Regulatory Commission (ERC), either at their office or via their official website.
- Grid Connection Agreement: A formal notification for grid connection must be submitted to either the Metropolitan Electricity Authority (MEA) or the Provincial Electricity Authority (PEA). The utility provider will review the documentation and schedule an inspection of the electrical system.
- Factory Operation License (Ror. Ngor. 4): This is required specifically for solar installations with a capacity exceeding 1 MW.
