What Is a TOU Meter and Who Should Use It?

Electricity costs are a major operating expense for businesses and a growing concern for households. As energy prices rise, many users are looking for smarter ways to manage their consumption and reduce monthly bills. One option that is becoming more popular in Thailand is the TOU meter, or Time of Use tariff. While it is not suitable for everyone, it can deliver real savings for users who understand how it works and are willing to adjust their energy habits.

What Is a TOU Meter?

A TOU (Time of Use) meter is a type of electricity tariff that charges different rates depending on the time of day you use electricity. Unlike standard meters that apply a single flat rate all day, TOU meters separate electricity prices into time periods with higher and lower demand.

In simple terms, electricity is more expensive when many people and businesses are using it at the same time, and cheaper when demand is lower. If you can shift part of your electricity use to cheaper periods, your total bill can drop significantly.

In Thailand, TOU tariffs are especially popular among businesses and large users who consume a lot of power during nighttime hours or can adjust their operating schedules.

On-Peak and Off-Peak: How TOU Pricing Works

TOU meters divide electricity usage into two main periods:

  • On-Peak: Monday to Friday, 9:00 AM – 10:00 PM
This is when electricity demand is highest, so the tariff is more expensive.

  • Off-Peak: Monday to Friday, 10:00 PM – 9:00 AM, plus weekends and public holidays
This is when demand is lower, and electricity rates are significantly cheaper.

Compared to a normal flat-rate meter, TOU pricing can be almost twice as expensive during peak hours—but much cheaper during off-peak periods. The financial benefit depends entirely on how much of your electricity usage you can move to off-peak times.

Who Is TOU Best For?

TOU meters are not a one-size-fits-all solution. They work best for users who have flexibility in when they use electricity.

  1. Factories and industrial facilities
Manufacturing plants that operate night shifts or can schedule heavy machinery during off-peak hours often benefit the most. Energy-intensive processes such as cooling systems, compressors, or production lines can be shifted to nighttime to lower operating costs.
  2. Large commercial buildings and offices
Office buildings with data centers, HVAC systems, or 24-hour operations may see savings if they optimize energy usage outside peak hours. Smart energy management systems can help automate this process.
  3. Solar PV system owners
TOU tariffs work very well with solar power systems. During the daytime (on-peak hours), solar panels can supply a large portion of electricity demand, reducing the need to buy expensive grid power. At night, when solar is not available, users benefit from cheaper off-peak electricity rates. This combination can significantly improve the overall return on investment of a solar installation.

Key Benefits of Using a TOU Meter

  • Lower electricity bills when energy use is managed wisely

  • Encourages energy efficiency by making users more aware of when and how they consume power

  • Reduces pressure on the power grid during high-demand periods, helping prevent outages

  • Supports sustainability goals, especially when combined with renewable energy such as solar power

For businesses, TOU pricing also promotes better energy planning. When energy costs vary by time, electricity becomes something to manage strategically, not just a fixed overhead cost.

How to Apply for a TOU Meter in Thailand

Users on standard electricity tariffs can apply to switch to TOU rates through the local electricity authority:

  • MEA (Metropolitan Electricity Authority) for Bangkok and nearby areas

  • PEA (Provincial Electricity Authority) for other provinces

The process typically involves submitting an application, verifying eligibility, and installing or reconfiguring the meter. It’s a good idea to analyze your electricity usage pattern first to ensure TOU will actually reduce your costs.

Is TOU Right for You?

A TOU meter can be a powerful cost-saving tool—but only if your usage pattern fits the model. If most of your electricity consumption happens during on-peak hours and cannot be shifted, your bill may actually increase. On the other hand, if you can move energy-heavy activities to off-peak times or combine TOU with a solar PV system, the savings can be substantial.

Before switching, review your load profile, daily operating schedule, and future energy plans. With the right strategy, TOU pricing can turn electricity from a fixed expense into a controllable cost—and that’s a smart move for both your budget and long-term sustainability goals.
